Name a primary and a critic

Give each exception family a primary owner who can change ticket state, and a critic who can challenge materiality without becoming a bottleneck. Rotate the critic role monthly so knowledge spreads.

Friday rules

Publish a short rule for late-week decisions: which bands can be deferred, who must be pinged before deferral, and what goes into Monday’s residual note. Without a Friday rule, people invent one under stress.
